Find assistance programs and help from your state, city, and county government as well as local organizations such as community action agencies.

There are numerous national assistance programs, ways to get help from your local government, community action agencies, and non-profits, as well as state charities that offer programs and grants that will assist many families and individuals with bills, expenses, and debts. You can find assistance to help pay your utility bills, help with medical bills, health care costs, food assistance programs, credit card debt, help with student loans, and many other assistance programs.

Every now and then hard working people may experience financial hardship. And sometimes you just need that little extra help in paying some bills or debt. You should never hesitate to research your local state or county government to see what assistance programs they have and learn about what aid they can provide. After all, it is what your tax dollars are paying for.

Government Assistance Programs That Cover Multiple States
Government mortgage and foreclosure assistance:
If you are looking only for mortgage or foreclosure help from your state, find out more about state mortgage and foreclosure programs.
  
 
  Medical bill assistance:
State programs, pharmaceutical companies, local health clinics, and other businesses provide consumers help with medical bills and prescription drugs.

 Debt help:
There are countless ways to get assistance with debt, including medical billing advocates and credit counselors. The National Foundation for Credit Counseling says credit counseling can have a 60% success rate. Also, learn about credit card hardship programs.
 
Community Action Agencies:
Community Action Agencies are local nonprofit and public organizations that provide many services to those in need, including utility bill assistance, job training, help with paying rent, financial counseling, and other activities.
 
 
 Rent help from assistance programs:
The federal government has housing assistance programs that assist families in need with paying rent, security deposits, and they will help to prevent evictions.

Free health care programs:
The Health Resources and Services Administration (HRSA) provides free or low cost health care, even to the under and uninsured. Checkups, treatment, prescriptions, and other services are available. More.
 
Telephone assistance programs:
Save on your phone bill and phone installation costs from a federal government program. More.
 
Water bill assistance programs:
One of the nation’s largest water companies, American Water, operates water utility companies across the nation. They currently provide their customers with two different programs that can provide them grants and other assistance for their water bills. They are the Low-Income Payment plan and the H2O - Help to Others. Learn more.
 
Free advice from attorneys
Over 5 million people receive legal counsel and advice from a federal government funded program, the Legal Service Corporation. Over 900 law offices across the nation offer aid as the result of the federal government grants. Continue.
 

Dollar Energy Fund
This heating and utility bill assistance program will provide cash grants and other forms of assistance to those customers who have received a disconnect notice. Read more on the Dollar Energy Fund.

Operation Round Up
About half of Ohio's electric cooperatives participate in this program. This assistance program supports food banks, health and rescue organizations, utility bill help, child care programs, educational projects that benefit students in our local schools, and families and individuals with special needs are just some of the organizations that are aided with Operation RoundUp donations. Learn more.

Ohio Energy Credit (OEC) Program
Provides additional assistance to senior citizens, as well as the disabled. They will receive an increased Energy Assistance benefit beyond what they would receive under the standard HEAP aid plan.

Patriot Plan
A utility bill assistance program that helps military families and veterans. It provides protections and benefits to military personnel as well as their families and it can assist customers with maintaining utility service. Under this military assistance plan, Ohio’s electric and natural gas utilities can’t disconnect the residential utility service of any National Guardsman  or military reservist for nonpayment of their utility bill.

Percentage of Income Payment Plan (PIPP)
Ohio’s electric and gas utilities need to participate in the statewide PIPP plan. Consumers that are struggling, and low-income customers who heat with natural gas, will pay a percent of their monthly income to their gas company and a percent to their electric company. The amount paid can be as low as 3 percent.

The Electric Partnership Program (EPP) is a component of this plan and it will help Ohio residents save energy through conservation advice and methods, such as additional insulation, efficient appliances, and other improvements.

Winter Reconnect Program
Most households in Ohio that have either been disconnected or are threatened with utility service disconnection due to nonpayment of a utility or heating bill can have their service restored during the winter months by paying either the total amount they owe or $175, whichever is less. They also need to pay a small reconnection fee. More.

HeatShare
Most utilities have this program. It is designed to assist those in need with heating bills during the winter season

Ohio Assistance Programs
You can obtain aid, grants and assistance in all counties and cities located in Ohio, including Columbus and Cleveland. In addition to the programs offered by the state listed below, find organizations and charities in Ohio that can provide help with paying bills.

Assistance Programs

Ohio Department of Job and Family Services (ODJFS)
This agency offers a wide range of assistance to Ohio residents. Help provided includes unemployment compensation, cash assistance and grants, health care aid, food assistance, child care support, child support enforcement and administration, and training and unemployment assistance. Programs offered include those listed below.

Mortgage Help and Foreclosure Prevention
Ohio has programs that can help you with paying your mortgage and also avoid foreclosure. Read more. In addition, they also offer a voluntary mediation program.

Child Care
ODJFS also offers financial assistance to eligible needy parents to help parents pay for child care expenses and bills while they engage in work and/or training efforts. Income requirements are in place for this child care aid.
 
 Ohio's Best Rx
This aid program provides a discount pharmacy card, to help with paying prescription bills, to the residents of Ohio. Find additional ways to get medical bill assistance.

Ohio Healthy Families
This is a free health insurance care program for lower income families in Ohio. Additional free health care.

Ohio Healthy Start
A free health insurance plan for children under the age of 19 and pregnant women.
 
 Cash Assistance
The state of Ohio offers two types of cash assistance grants that can help pay bills and debt. The Ohio Works First (OWF) and the Disability Financial Assistance (DFA). Ohio Works First will provide time-limited monthly cash assistance to eligible families. It will also provide activities to assist with long term employment. The Disability Financial Assistance Program provides a monthly cash assistance benefit to needy, eligible, or disabled individuals without minor children. Cash assistance can be used for various reasons, including to help pay bills or debt.

Food Stamps
Our nation's primary food assistance program is managed by the Ohio agency known as The Request for Ohio Works First.

Emergency Food Assistance
Emergency food assistance is food products that are provided by local nonprofit agencies, such as local food pantries. To be eligible for emergency food assistance, your family income must meet certain thresholds.

Child Support
If you have a child support order that was issued in Ohio and you lose your job through no fault of your own, or if you have a substantial salary cut, you have the right to request a review of your child support order from your local child support enforcement agency (CSEA). The CSEA will review and consider your case, and it will present a recommendation for a possible adjustment to your child support payments and bills.

Help with Dental Bills
Dental OPTIONS is a program offered by dentists in Ohio in which they will provide patients with reduced fees, or even free dental care. More.

Legal Aid
Low and moderate income individuals can get free legal representation and advice. There are several Ohio organizations that provide this service. Continue.

Training and Employment Assistance
ODJFS also manages a network of over 90 locally operated “One-Stop Centers” in 20 areas throughout Ohio. The One-Stop Center provide free job training, advice, grants, and various other employment services to Ohioans looking for work. The center will help match job seekers with those businesses that are looking to hire workers, and it will also help laid-off workers learn new skills, find new jobs, provide credit card counseling, and give advice to help them through difficult times.

Medicaid
If you can’t afford health insurance, you may be eligible for medicaid, the federal- and state-funded health care grant program for eligible families or individuals with low income. Medicaid will provide access to health care services for pregnant women, children, families with children younger than 19, people with disabilities, and also adults 65 and older who meet certain financial requirements.

Summit County Masons provide a Masonic Assistance Program in a year-round
charitable outreach designed to assist those in need. As part of this effort,

About the West Ohio Food Bank

The West Ohio Food Bank is a nonprofit service organization dedicated to
alleviating hunger in the West Ohio area by uniting the public and private
sectors in raising awareness of hunger needs. Our primary commitment to
 the eleven counties we serve is to find, rescue, and distribute food to
hungry people through an efficient network of charities.

We are not a pantry, soup kitchen or shelter. We are in fact the charity
that provides food to more than 170 food pantries, soup kitchens and shelters
throughout 11 counties in Western Ohio. We purchase food and collect
donated items, which we store in our 35,000 square foot facility.
Most “pantries” do not have the space to store a truckload of fresh,
frozen or perishable food.

As an affiliate of Feeding America, the largest hunger relief organization
in the nation, we receive offers for truckloads of donated product, which
we store and distribute according to the need and desire from each
member charity.

With a freezer capacity of 5,000 square feet (able to hold 11 truckloads)
and a refrigerated capacity of 2,500 square feet (able to hold 4 to 5 truckloads),
we can accept larger donations. Our ability to accept frozen and
refrigerated products allows us to offer a better variety of nutritious foods
to the pantries, soup kitchens and shelters in our service area.

Low-Income Rate Assistance

Percentage of Income Payment Plan (PIPP)
Ohio’s regulated gas and electric utilities are mandated to participate in the statewide PIPP. Low-income customers who heat with natural gas pay 10 percent of their monthly income to their gas company and 5 percent to their electric company. Those with incomes at or below 150 percent of federal poverty guidelines (FPG) pay 3 percent instead of 5 percent to their secondary source of heat. If their utility provides both gas and electric, or if they heat with electricity, they pay 15 percent of income to the one utility. Eligibility: must receive primary or secondary heat source from a company regulated by the Public Utilities Commission of Ohio, total household income must be 150 percent FPG or below, and, if eligible, must apply for all energy assistance programs. PIPP is administered by the Ohio Department of Development’s HEAP (or LIHEAP) office.

Winter Reconnect Program
Allows most households that have been disconnected or are threatened with disconnection due to non-payment of a utility bill to have service restored during the winter months by paying either the total amount they owe or $175, whichever is less, plus a reconnection fee of no more than $20. Consumers can use the winter reconnect program through April 15. There is no income eligibility requirement for the winter reconnect program. Income-eligible households can use Emergency Home Energy Assistance Program (E-HEAP) funds for the $175 payment. Consumers can apply for the winter reconnect program in person at a local community action agency or by calling their utility company.

Ohio Energy Credit (OEC) Program
Customers who are 65 years of age or older OR totally and permanently disabled will receive an increased Energy Assistance benefit beyond what they would receive under HEAP. When processing the customer's Energy Assistance Application, the Ohio Department of Development (ODOD) will screen all applications and determine whether the customer is eligible for the increased benefit amount. Low-Income Energy Efficiency

The Electric Partnership Program (EPP) was provided for under Ohio's 1999 electric restructuring legislation and is funded by the electric universal service rider. Its goal is to reduce electric consumption by households that participate in the state's Percentage of Income Payment Plan (PIPP). The program is targeted to high consumption, high arrears PIPP households and is composed of two types of programs:

  1. A baseload efficiency program which audits lighting, appliances and all other uses of electricity not related to heating and installs appropriate measures; and,
  2. A weatherization program for those who heat with electricity and who have moderate to high usage. This program adds insulation, performs heating system inspections and addresses health & safety measures.

The EPP began operations in March 2002 and is administered by the Ohio Office of Energy Efficiency.

In addition to programs offered by electric utilities through EPP, gas utilities also provide energy efficiency programs. LIHEAP funds transferred to the Ohio Office of Energy Efficiency are matched with utility funds to allow local providers to serve more households.

    Customers who have been on the PIPP program for one year and have more than 12 months PIPP arrears may be eligible for PIPP credits. The amount of credit is based on the total 12 months arrears. This credit is applied to the outstanding balance and not to the current installment.
  • Fresh Start
    An arrearage-crediting program for customers no longer on PIPP.

Duke Energy

  • Accountability & Credibility Together (ACT)
    For customers residing in Hamilton County, Ohio, ACT has funds available to help Duke Energy low-income customers needing help paying December, January, and February natural gas bills. Funding is provided through the Hamilton County Department of Job and Family Services. Enrollment is on a first-served basis, while funds are available. Customers must be at or below 200% of the Federal Poverty Guideline, and have at least one dependent child under age 18 living at home. Qualifying households will be required to pay a minimum of their Budget Billing or Percentage of Income Payment Plan (PIPP) amount. ACT will make a one-time payment to Duke Energy, not to exceed $1,000. All applicants will be offered energy conservation packages from ACT and a weekly energy conservation workshop by People Working Cooperatively.

  • Duke Energy Ohio is launching a new pilot program to help low-income residents save money on the cost of natural gas service. Customers who are at or below 175% of the federal poverty guideline, are not enrolled in the PIPP and who use less than 900 ccf of natural gas annually are eligible for the program. The first 10,000 customers to enroll will receive a $4 monthly credit to offset rate increases. Customers who have been part of the Home Energy Assistance Program in the past year have been automatically enrolled in the pilot program. Other customers who are eligible can enroll by filling out a self-verification form available at Duke’s customer service office at 644 Linn Street in Cincinnati or at your local Community Action Agency. Home Energy Assistance Program (HEAP)

What is HEAP?

HEAP is a federally funded program administered by the Ohio Department of Development (ODOD).
 It is designed to help eligible low-income Ohioans meet the high costs of home heating. HEAP
pays a one-time payment for most PUCO-regulated utility customers reflecting their usage for
the current winter heating season.

Who is eligible?

The total household income of an applicant must be at or below 175 percent of the
 
2008-2009 federal poverty guidelines.

On July 21, 2000 the Federal Communications Commission (FCC) designated the telephone number 211 for access to community resource information. The FCC stated in its decision "that the Information and Referral Petitioners have demonstrated sufficient public benefits to justify use of a scarce public resource, and we therefore assign 211 to be used for access to community information and referral services" (FCC 00-256). Community-based information and referral agencies will implement 211, which is already in place in metropolitan Atlanta and Columbus, Georgia and statewide in Connecticut.
