Home Ownership Services may help prevent loss of a home, providing services such as:
The lifetime Home Ownership Services maximum is $2000. The lifetime maximum is the combined cumulative total of all home ownership service payments. Home Ownership Services cannot be approved if the emergency was client-caused. The total amount of taxes past due for all years does not exceed $2,000.
A client-caused emergency is when an SER group fails to pay required payments for the six-month period prior to the month of application. Good cause may exist (except for property taxes) as a basis for an applicant's failure to prevent an emergency.

Health care coverage is available to individuals and families who meet certain eligibility requirements. The goal of these health care programs is to ensure that essential health care services are made available to those who otherwise do not have the financial resources to purchase them.
It is very important that individuals and families obtain health care coverage. In Michigan, there are many health care programs available to children, adults, and families. Specific coverages may vary depending on the program and the applicant's citizenship status (some non-citizens may be limited to coverage of emergency services only). The Michigan Department of Human Services (MDHS) determines eligibility for some of the health care programs that are administered by the Michigan Department of Community Health (MDCH).
All of the health care programs in Michigan have an income test and some of the programs also have an asset test. These income and asset tests may vary with each program. For some of the programs, the applicant may have income that is over the income limit and still be able to obtain health care benefits when their medical expenses equal or exceed their deductible (formerly known as spend-down) amount.
Children | Pregnant Women | Adults | Families
Healthy Kids Healthy Kids is a Medicaid health care program for low-income children under age 19 and for Pregnant Women of any age. (Healthy Kids for Pregnant Women is discussed under the Pregnant Women heading). There is only an income test. There is no monthly premium for Healthy Kids. Most children who are eligible for Healthy Kids are enrolled in a Medicaid health plan. Healthy Kids provides a comprehensive package of health care benefits including vision, dental, and mental health services.
MIChild MIChild is a health care program administered by the Department of Community Health. It is for the low income uninsured children of Michigan's working families. MIChild has a higher income limit than Healthy Kids. There is only an income test. Like Healthy Kids, MIChild is for children who are under age 19. There is a $10 per family monthly premium for MIChild. The $10 monthly premium is for all of the children in one family. The child must be enrolled in a MIChild health and dental plan in order to receive services. Beneficiaries receive a comprehensive package of health care benefits including vision, dental, and mental health services. Children's Special Health Care Services (CSHCS) Children's Special Health Care Services is a program within the Michigan Department of Community Health that provides certain approved medical service coverage to some children and adults with special health care needs. Children must have a qualifying medical condition and be under 21 years of age. Persons 21 and older with cystic fibrosis or certain blood coagulating disorders may also qualify for services. Under 21 Medicaid is available to eligible persons under age 21. There is an income test and an asset test (beginning May 1, 2006) for this program. If income is over the income limit, the person is assigned a deductible. Persons may incur medical expenses that equal or exceed the deductible and still qualify for this program. Beneficiaries receive a comprehensive package of health care benefits including vision, dental, and mental health services. Contact the local MDHS office in your county to apply for this program.
Supplemental Security Income (SSI) SSI is a cash benefit for disabled children whose families have low income. The Social Security Administration (SSA) determines SSI eligibility. The beneficiaries are automatically eligible for Medicaid and they receive the comprehensive package of health benefits including vision, dental, and mental health services. Most beneficiaries are enrolled in a Medicaid health plan. Medicaid may continue even if SSI stops.
Special Disabled Children Medicaid is available to children who received SSI benefits on August 22, 1996, provided the child meets current SSI income and resource standards and the definition of childhood disability in effect before the 1996 revised disability definition. The comprehensive health care package of Medicaid benefits is available. Contact the local MDHS office in your county to apply for this program.
Pregnant WomenHealthy Kids for Pregnant Women Medicaid is available to an eligible woman while she is pregnant, including the month her pregnancy ends and during the two calendar months following the month her pregnancy ends, regardless of the reason (for example: live birth, miscarriage). There is an income limit for this program. The comprehensive health care package of Medicaid benefits is available. Contact the local MDHS office in your county to apply for this program or apply on-line .
Group 2 Pregnant Women A woman who has income that exceeds the income limit for Healthy Kids for Pregnant Women, may be eligible for Medicaid under the Group 2 Pregnant Women program. If the income is over the income limit, the pregnant woman is assigned a deductible. Persons may incur medical expenses that equal or exceed the deductible and still qualify for this program. Contact the local MDHS office in your county to apply for this program.
Maternity Outpatient Medical Services (MOMS) The goal of the MOMS program is to provide immediate health coverage for pregnant women. It provides outpatient prenatal coverage only. The MOMS program is available to provide immediate prenatal care while a Medicaid application is pending. Other women who may be eligible for MOMS include:
The woman must use Medicaid benefits if and when they become available. Prenatal health care services will be covered by MOMS and/or Medicaid for the entire pregnancy and for two months after the pregnancy ends. There is an income test for all persons except teens. The local health department can help women apply for the MOMS program.
Caretaker Relatives Medicaid is available to eligible parents and people who act as parents, caring for a dependent child. These people are called caretaker relatives. There is an income test and an asset test (beginning May 1, 2006) for this program. If the income test is over the income limit, persons may incur medical expenses that equal or exceed the deductible and still qualify for this program. Beneficiaries receive a comprehensive package of health care benefits including vision, dental, and mental health services. Contact the local MDHS office in your county to apply for this program.

Disabled Adult Children (DAC) A person who had a disability or blindness that began before age 22 may be eligible to receive Medicaid benefits in his adult years. He must also be receiving DAC benefits from Social Security. Most beneficiaries are enrolled in a Medicaid health plan and receive a comprehensive package of health care benefits including vision, dental, and mental health services. Contact the local MDHS office in your county to apply for this program.
MIChoice The MIChoice waiver provides home and community based health care services for aged and disabled persons. The program's goal is to allow persons to remain at home to receive health services. If they did not receive such services, these persons would require nursing home care. The cost of care at home must be less than the cost of care in a nursing home. MIChoice Beneficiaries are not enrolled in a Medicaid health plan but still receive a comprehensive package of health care benefits including vision, dental, and mental health services. In addition, the waiver may provide other benefits to help the person remain at home. Contact the local MDHS office in your county to apply for this program.
Medicare Savings Program (MSP) The Medicare Savings Program pays for certain Medicare costs. There is an asset test. The income amount determines what is covered. The Michigan Department of Community Health (MDCH) may help pay the following, depending on the income amounts:
In some cases, the Michigan Department of Community Health (MDCH) may refund the beneficiary a portion of the Medicare Part B premium on an annual basis. Contact the local MDHS office in your county to apply for this program.
Adult Benefits Waiver (ABW), a.k.a., Adult Medical Program (AMP) ABW/AMP provides basic medical care to low income childless adults who do not qualify for Medicaid. There are asset and income tests. ABW/AMP medical coverage is limited (e.g., inpatient coverage is not covered). However, pharmacy is included. Some counties have a county health plan that the person must be enrolled in to receive ABW/AMP benefits. Some services may require prior authorization from the county health plan or state (if there is no health plan in the county of residence). Contact the local MDHS office in your county to apply for this program.
FAMILIES Many times, the entire family may be eligible for health care benefits:
Low Income Families (LIF) Medicaid is available to families under the Low Income Family (LIF) Program. There are income and asset tests. Families that receive cash assistance (Family Independence Program or FIP) are automatically eligible for this program. Other families must apply at the local MDHS office. Families don't have to apply for FIP in order to receive health care coverage under this program. Most beneficiaries are enrolled in a Medicaid health plan and receive a comprehensive package of health care benefits including vision, dental, and mental health services.
Special N Support Special N Support is available to families that received Low Income Families (LIF) Medicaid or cash assistance (FIP) but are no longer eligible due to income from child support payments. Special N Support is available for 4 months. Most beneficiaries are enrolled in a Medicaid health plan and receive a comprehensive package of health care benefits including vision, dental, and mental health services. Your Family Independence specialist will let you know if you qualify for this program.
Transitional Medical Assistance (TMA) TMA is available to families that have received LIF or cash assistance (FIP) in at least 3 of the last 6 months. The family is no longer LIF/FIP eligible because a parent has too much income from employment. TMA is available for up to 12 months and the family does not need to fill out a new application. Most beneficiaries are enrolled in a Medicaid health plan and receive a comprehensive package of health care benefits including vision, dental, and mental health services. Your Family Independence Specialist at the Department of Human Services will let you know if you qualify for this program.
Transitional Medical Assistance Plus (TMA-Plus) TMA-Plus assists beneficiaries in achieving self-sufficiency by extending medical coverage for families unable to purchase employer-sponsored health care coverage. TMA-Plus is available to adults after the 12 months of TMA. The family must apply and be eligible for the TMA-Plus program. There is only an income limit. There are monthly premiums based on the number of adults and how long they have been in the TMA-Plus program. TMA-Plus is not available for children. The DHS specialist will tell you about health care coverage for the children in the family. If available, the beneficiaries must be enrolled in a Medicaid health plan. Beneficiaries receive a comprehensive package of health care benefits including vision, dental, and mental health services. Your DHS specialist will let you know if you qualify for this program.

Everyday people face the harsh realities of late payments, past due bills, and utility shut-offs. Where can you go for help? Community Action Agencies (C.A.A.) were created under President Lyndon Baines Johnson Great society legislation known as the Economic Opportunity Act of 1964. Wayne Metro community Action Agency is a non-profit agency with a 501 (C) 3 status. The agency supports 42 communities in out Wayne County. The community action program’s focus is offering community support services, homeless programs, youth and family services and community development. Wayne Metro is part of a 1,000 Community Action Agency across the United States that offers people a wide range of anti-poverty and human services programs that helps to uplift people out of poverty. President Johnson said during a historic March 1964 speech, “Your imagination, your initiative, and your indignation will determine whether we build a society where progress is the servant of our needs, or a society where old values and new visions are buried under unbridled growth. Low-income Rate Assistance
Arrearage forgiveness and deposit and fee waivers are provided by utilities that participate in the state's automated positive billing system and other payment plans. Under positive billing, a participating household must pay a percentage of its monthly assistance grant to its utility.
Winter Protection Plan
This plan protects senior and low-income customers of Commission-regulated natural gas and electric companies, rural electric cooperatives and alternative electric suppliers from electric or natural gas service shut-off and high utility payments between December 1 and March 31. Persons qualify for the plan if they meet any of the following criteria:
Winter Protection allows eligible low income customers to make monthly payments of at least 7 percent of their estimated annual bill, along with a portion of any past-due amount, December through March, and avoid shut-off during that time even if their bills are higher. Eligible senior citizens participating in Winter Protection are not required to make specific monthly payments between December 1 and March 31, but are encouraged to do so to avoid higher bills when the protection period ends. At the end of the protection period, both low-income and senior citizens taking part in the plan must pay off any money owed in installments between April and November.

The Heat and Warmth Fund (THAW)
An independent non-profit organization, THAW distributes funds for bill-payment assistance across the state and promotes energy conservation, weatherization and energy efficiency education. THAW partners with several utility companies, who provide funding to administer and operate the program. Most match customer and other donations dollar for dollar and all contributions go directly to low-income bill payments.

ANGEL FOOD Program
Angel Food Ministries is a nonprofit, non-denominational organization that provides groceries at a greatly reduced price. The program is open to residents of all income levels and there is no limit on the number
of units an individual can purchase. There are no applications to fill out but orders must be paid for in advance. Each month's menu is different and includes a mix of fresh and frozen items with a much higher retail value than its cost of $30. Each box of food can feed a family of four for about a week, or a single senior citizen for almost a month. You CAN use your Food Bridge cards for this program!

The City of Taylor Free Food Distribution Program. Food is generally distributed on various Thursdays from 12:30 p.m. until all of the food is gone. Open to residents in Taylor, Romulus, Southgate, Allen Park, Brownstown (city & township), and neighboring Dearborn Heights. As clients, families and individuals can vist the pantry six times in
a given year and receive 25 pounds of food for each person in the family, up to 150 pounds a visit. Individuals can receive 35 pounds a visit (this does not include many "free" items that do not count toward your total). Clients "shop" for their food as if it were a grocery store. Proof of residency and income are required and you MUST show a Driver's License or State ID with your current address on
it and it must be a city served by F & L! Appointments are mandatory and a No Call/No Show will result
in a 30-day delay in your services! (Appointments limited to at least 60 day intervals between visits).
AND
Focus Hope Food Program for Senior Citizens has joined with Fish & Loaves Food Pantry to help
clients who are 60 years of age and older. You will receive a Focus Hope food box once a month.
This is in addition to the Fish & Loaves food you receive 6 times each year. Pick up is the 2nd
Wednesday of each month from 10 a.m. to 1 p.m. You MUST bring a picture ID! Food boxes not
picked up on the 2nd Wednesday of the month will not be held. That month's food box will be forfeited.
You'll have to wait for the following month pickup to receive a food box. If you miss three months in a row
you will be dropped from the Focus Hope Food Box Program.

Brides Against Breast Cancer Charity Wedding Gown Sale
This sale is taken to about 36 cities around the country each year. and brides-to-be get to choose from among 1,500 to 2,000 gowns, all available at bargain-basement prices. Gowns valued at up to $4,000 typically sell for $49 to $599. Those originally priced at 4,000 to $10,000 sell for $399 to $999. A pink breast cancer awareness ribbon is fastened to the interior bodice of each gown. Slips, shoes and veils are also donated and individuals and businesses donate diamond and estate jewelry, which is appraised and sold on tour and online at www.makingmemories.org.
The money raised is used by the nonprofit Making Memories Breast Cancer Foundation to grant wishes
to those women diagnosed with breast cancer (similar to the Make A Wish Foundation for children).

When its in full swing, Unity Studios in Allen Park, is expected to employ roughly 3,000 Metro Detroiters in film, television and new media production jobs!
Here's the details on hiring: Preference is given to Allen Park residents and laid-off union workers. Hundreds of production-related jobs are expected to be online by the end of the year. Training will be via the project's Lifton Institute for Media Skills, which will begin educating up to 1,000 students per semester beginning fall of 2009. A program that offers Social Security Administration (SSA) disability beneficiaries greater choice in obtaining the support and services they need to help them go to work and achieve their employment goals. The program is designed to assist people with the training and support they need to go to work by increasing their choices. Offers a range of programs including employment, computer training & tutoring for school children. Free computer lab that allows job seekers to apply for work online and has job placement services with a database of job leads from employers who have contacted the league and from employers the Urban League has solicited. Must be age 18 and over who are residents of Macomb, Oakland or Wayne counties.
Future Farmers of America Special Loan Program
The local Farm Service Agency can make loans to rural youths to establish and operate income-producing projects in connection with their participation in 4-H Clubs, Future Farmers of America and similar organizations. Each project must be part of an organized and supervised program of work.
The project must be planned and operated with the help of the organization adviser, produce sufficient income to repay the loan, and provide the youth with practical business and educational experience. The maximum loan size is $5,000 although most youth loans are much smaller.
To qualify, you must be:
Between 10 & 20 years old, live in a town of less than 10,000 people, be unable to obtain a loan from other sources, and conduct a modest income producing project in a supervised program of work.

SOAR stands for "SSI/SSDI Outreach, Access and Recovery" For people, who are homeless with mental health problems that impair cognition or who are return to the community from institutions (jails, prisons or hospitals), access to these programs can be extremely challenging. The application process ford, SSI/SSDI is complicated, detailed, and often difficult to navigate. Typically, about 10 to 15% of the individuals who are homeless have these benefits.

The Angel House is a community based, non-profit organization that has a vision of breaking generational curses within families who choose to live on the welfare system. They will provide adequate housing, education, guidance, and self-enrichment training for young women ages 14 through 21 years of age who may have experienced a temporary setback due to life-changing events while striving to take care of family responsibilities. Young women have an opportunity to become self-employed and/or independent contractors in areas such as information technology, tax preparation, real estate, photography, cosmetology, insurance and fitness instructors.
